is there a way to force all users to have a certain student profile picture and instructors to have a different one?

Hi Marc,
I don't think there is one, but maybe you could use the Upload user pictures module (Site administration > Users > Accounts > Upload user pictures) as a workaround. To avoid users changing their picture, the edit user code would need to be modified to disable the corresponding section.

If you mean a default "student" picture and a default "teacher" one then, no, I agree with Guillermo and it's because Moodle doesn't treat users as global students or teachers. You can use the upload user pictures as he suggests I guess and then go to Settings>Security>Site policies to disable the ability for students to change their profile images.
