believes that the creators of courses should not have access to the general configuration(themes,modules,language, of the system this must be a responsibility of the webmaster and not appropriate use can generate problems.

But creators don't have that access ... what made you think they did?
In the version alpha assigns one creator of courses to a normal user and later this user modified the theme and that's why I think

It's not possible to access the themes page unless you're an admin.
Is it possible that this user is also assigned to be an admin (as well as being a course creator) ?
Have you tried logging in as this user to see what they can see?
