Re-enabling the Settings Block in particular pages where it was disabled

Is there a way to re-enable the Settings block or other blocks if they were disabled at some point for particular pages? Apparently, when an instructor goes to the Assignment, they do not have the Settings block enabled on the left or right hand side. I believe, at some point (I, the site administrator disabled it by choosing "Do not display on this page"). What is the procedure to re-enable a block?

Or is there a way to edit an assignment as an instructor from the view mode (i.e you click on the assignment, and then you have Update the assignment like it used to be in the old 1.9x version).

I guess nobody has a solution for this. Now using Moodle 2.3.
