at the moment you can call core_course_get_course_contents()
It should return the resource file urls. You'll have to modify these urls to add the user token. It's explained in http://docs.moodle.org/dev/Web_services_files_handling#File_download
You can also use core_files_get_files() function to get file urls. But it requires a good knowledge of Moodle File API. To use this function you'll also need to create additional web service functions to retrieve contextid. Note that we don't recommend to use contextid in web service functions: http://docs.moodle.org/dev/How_to_contribute_a_web_service_function_to_core#Create_a_tracker_issue. There are also few issues about this function: MDL-33647, MDL-30239. Hopefully developers who are using core_files_get_files() will answer better than me. I've never use this function yet.
