Moodle in English: Upgrade from Moodle 1.9.7 to 2.2

I need someone to help me with this upgrade. I have followed the upgrade instructions, but never get anywhere. I would be willing tp pay if you can upgrade this for me successfully.

Current version Moodle 1.9.7 running on XP with Apache MySQL

How do you give access to the system administrator? It is not a strength of the Windows line. XP is anyway not a server operating system.

Unix/Linux is ideally suited for remote management, the secure shell (SSH) and the command line together are unbeatable.
