There are thousands of websites with exercises made with Hotpotatoes. Is there a way to download these html websites and add them to Moodle so we can have grades of the exercises?

The first step would be to ask permission from the website owner to download their files and use them on your own LMS. Have you done that?

You are right, this is the first step. Then, would it be posible to import these as questions to a quiz or as a hotpotatoes module? 

In my school we have a lot of exercises we made for the old website but we don't have the jqz files.
