Using moodle 2.2.3
None of the Quiz activities will backup or import to other courses - what could be causing this problem?
Any solutions?

Hello,
The first thing to do is to set debugging to DEVELOPER level to see if any error is displayed during backup or restore. Also what do you mean by "will not backup" does the backup stops, or is no backup file created or is the created file unusable during restore. Please give more informations if you want us to try to help you.

Yes Debugging on = Dev level
max execution time = 600
php memory limit =192M
(small courses 2 quizes 20 students)
Backup works if the 'include activity' box is unchecked
Backup doesn't work (ie no backup file created) if 'include activity' box is checked
Internal Server Error message:
The server encountered an internal error or misconfiguration and was unable to complete your request.
More information about this error may be available in the server error log.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Also tried a front page backup - this failed
error message:
Can not read file, either file does not exist or there are permission problems
