In a command shell run the following command.  top  It will give you a list of processes and what they are doing.  Look for the process that is consuming the CPU time and kill that process.

Sometime an Apache child process can hang, and the zombie killer can't kill it.

The server has 1 GB RAM but needs 2.8 GB and as a result swaps. That's why I recommended the intro to the "Hardware and performance" so that the OP comes back with full information, Except for the operating system we know nothing about the setup, not even the Moodle version. Not to mention what exactly the site was doing when this "snap shot" was taken.

It's not a real issue using swap, unless you run out. Persistent swapping can cause issues. Definitely making things slow right down.

We need the info from the Moodle admin  >> Notifications to tell the version and Build

We also need the Admin >> Server >> Php info in particular the version of php

Start by lowering the MaxRequests perchild in the apache configuration 4000 is too high. Set it to 100.

You also will want a PHP accelerator installed: http://es.wikipedia.org/wiki/PHP_accelerator .

Your cpu isn't 97% in use, almost 1 process wants to run all the time. The difference is subtle but important.

1GB of ram is enough for well used site if it is setup carefully. Read all the performance suggestions linked to above.

Well.... how many users and which version of Moodle?

My first reaction is that if it's a proper production site 1G of RAM is unlikely to be enough.
