Well, you've already found MDL-18375
The patch file provided there was written for Moodle 1.9. It doesn't work for Moodle 2, but following the same logic you should be able to customise Moodle 2.x
I described the patch logic in my first comment for MDL-18375. Unfortunately I don't have time to provide an updated patch for Moodle 2 at the moment, but I appreciate if you or someone else do it and share the patch. I'm sure so many other Arabic, Persian, ... Moodlers will appreciate your work as well.

That implementation is for moodle 1.9, not 2.0
By the way, I'm attaching the hijri implementation for foodle. it should be inside calendar_system
