1) Create new role
2) Select Role Archetype: Manager (your site admin role)
3) Select context types: system, category and course
And now prevent everything except:
Course Activity: Allow
Course Participation : Allow
Course Statistics: Allow
View Courses without Participation: Allow
Always see full names of users: Allow
View user profiles: Allow
This should be all you need.
Then simply add your user to this System Role via administration> assign system roles >
