Hello David. Unless you are using Hot Potatoes it isn't really an appropriate place to post -but we are all happy to help an answer questions here so it's not a problem. First off you might like to consult the documentation which is written for complete beginners http://docs.moodle.org/22/en/Main_page   and  particularly http://docs.moodle.org/22/en/Moodle_site_-_basic_structure

You would normally turn on your editing in a course, add the Quiz activity (http://docs.moodle.org/22/en/Quiz_module) and then add your questions from the question bank there-either using ones you have already made, as you have, or making them from scratch there. Your students log in to Moodle and they will see the course you have enrolled them in either in their navigation block under "my courses" or in the centre of your front page in a list of courses. When they click on the course they will see your Quiz and other stuff and be able to do it. Does that help?
