Today, when a teacher clicks on "Turn Editin On" button to create lessons and other things, the edit option for the blocks also are displayed.
How can I do, on Moodle 2, to set the capability to edit/configure a block settings only for the Administrator?
Hi you can try the ff as I've done the same:
Go to Site administration ▶ Users ▶ Permissions ▶ Define Roles.
Select Teacher then click edit.
Uncheck manage blocks on a page.

But teacher are with this option unchecked, like as you can see in the image attached.
