Update
Overnight the problem rectified itself. My laptop was disconnected from the internet, but not rebooted. So the problem appears to be based at the server. Can Moodle get tired and stressed if I ask it to do too much work, so it takes a rest? e.g. is there a cache or database that fills up and cannot empty itself?
