I've checked the link and found a mailing list  called Moodlelistserv. LISTSERV  is an archaic software which allowed to create and maintain a mailing list.
Anyway, why should the "admins, instructional designers, and all support personnel using Moodle" in the moodle.org migrate to your "listserv"?
