Moving the resource attachment below the text

I am trying to edit a resource page uploaded by another user. it consists of a PDF Form and some text decribing how to fill out the form.

 

For some reason, the PDF showed up above the text, which means some users dont see the instructions. I have tried to edit the html code to cause it to move below the text, but this did not work.

 

Please let me know what needs to be done to enable this.

Could you upload their pdf and then as a separate item add a Label above the link to the pdf with the instructions for filling in the form?

I could do this, but the page has several PDF Documents on there, and the instructions are related to each one specifically. Therefore I would like to be able to click on the PDF, then see the instructions related to filling it out.

THis is where the instructions go below the PDF Instead of above it.
