This got me on teh right track. I turned off forced groups in the course, then was able to turn it back on.
The funny thing is that it used to work fine, and I had lots of comments that had already been added. For some reason, it just stopped working. When I did the forced groups trick, it resstored student's capability to add comments.
Weird....
