I have 2.1.4 and 2.1.5 and use activity completion for my resources all the time. You need to have Site administration > Advanced settings > Completion tracking turned on, from there you can go to http://docs.moodle.org/22/en/Activity_completion to learn more about the settings and what you need to do to enable it at a course level.
