Inorder to upgrade Moodle from 1.9.x to 2.2 - You will have to upgrade Moodle in the following sequence -
1. Upgrade 1.9.x to 2.0.x - http://docs.moodle.org/20/en/Upgrading_to_Moodle_2.0
2. Upgrade 2.0.x to 2.1.x - http://docs.moodle.org/21/en/Upgrading_to_Moodle_2.1
3. Finally, Upgrade 2.0.x to 2.2 - http://docs.moodle.org/22/en/Upgrading_to_Moodle_2.2
Make sure you do read the System requirements of Moodle 2.2 - http://docs.moodle.org/22/en/Upgrading_to_Moodle_2.2#System_requirements

I have not tried porting a 1.9 plugin to 2.2 myself but you might like to read - A six part series - “Converting Moodle 1.9 Plug-ins to Moodle 2” by Mike Churchward, Seniour Executive at Remote-Learner
