How to assign a role "Create new users" to an existing user

Hello,

Using moodle 2.0.3+. I am a adminitrator. I have a user and I also want to give him a access to "create/add new users" like I am creating as an administrator. After giving this access to him, he will no more dependent on me to create/add new users for him. He will be able to create/add new user and enroll them into different courses as per his needs. Please guide me how can I assign this role to that user.
