Before you look for what is called a "cheap" host, make sure you understand what the requirements in terms of usage are. Most cheap hosts will put your moodle installation on a shared server where you share the hardware with many (sometimes hundreds) of other websites.
Because Moodle is a serious learning environment it needs some prerequsites to be met. One being a hardware capable of serving all user requests. If you have 2000 potential users for your moodle site do not even think to start with a "cheap" hoster, it will be a certain failure.
