What is the browser you use. Because when I start a discussion I see the following message on top of the editor frame.
Similarly, once you visit 'Using Moodle' http://moodle.org/course/view.php?id=5 you
should see a link marked 'WELCOME! Are you new? Confused? Please start here!' as in the second half of the attached picture.
