Hello.
I am trying to set up Web Services on my Moodle 2.2.1 instance. They work fine with the exception of creating users. In the role, I have every single item checked, including "moodle/user:create", but when I check under "Check System Permissions", this role and a couple of others say "No". I looked at the role_capabilities table and they are all in there with correct permissions.
Any idea where to look or what the issue could be?
