Give acces to all courses to the head of the school

Hi,

Is there a way I could create an account for the head of my school so that he could acces all courses without the capability to modify the courses ?

At the moment I enrol him as a student for each new course that is created but ... sometimes I could forget to add him... or he can unenrol himself without wanting to...

There are various ways to do this -are you running Moodle 1.9 or Moodle 2?
