Your first problem is

Moodle 2.1 or later requires at least PHP 5.3.2 (currently using version 5.2.17).
Please upgrade your server software or install older Moodle version.

in my case my host has php 5.3 installed, but not enabled as the default processor for some bizarre reason.

So to fix it, I added a .htaccess to the moodle install folder, with this in it:

AddHandler application/x-httpd-php53 .php5 .php4 .php .php3 .php2 .phtml
AddType application/x-httpd-php53 .php5 .php4 .php .php3 .php2 .phtml

Perfect Answer worked great....

I Did need to add it to the .htaccess file already in the directory where I had installed moodle rather than the directory named install.

Thanks SOOOOO MUCH!

...and it's the same answer. Your PHP is too old for this version of Moodle.
