Here are some random thoughts:
- In Europe, the German-speaking group is the best organized Moodle group. Check moodle.de, eledia.de and moodle.ch.
- World-wide, I believe Moodle Partners
offer training programs, start at moodle.com.
- If you don't fear falling out of the world map, you can even go on a pilgrimage to the 'HQ' http://moodle.com/hq/
- Finally an ad for my alma mater: I've worked with various universities in Sri Lanka on wide ranging topics related to computer networking and education: http://www.pdn.ac.lk
. You haven't mentioned you preferred platform, the contacts I have in these places are Open Source, bottom up (what a surprise ;). I can check with them, you can message me for further information.
