As the man said: "I grovel in mortification"! No sooner had I sent my input to the Moodle forum than I stumbled upon a solution to my "problem".
The setting in question is indeed in a new place, and I found it within minutes of my previous submission. I am not sure if this was mentioned in any upgrade notes, but this is the place:
Administration > Plugins > Message outputs > Email
