Couldn't finish installation ...

I'm testing moodle in a local machine (localhost).
I followed all the steps of installation, could create easily all the tables, define configuration variables for my installation, define parameters for my Moodle site
and the front page, but finally, I was never asked to create a top-level administration user for future access to the admin pages, neither was I warned of any error.
Instead, I was driven to the general login page where I wasn't able to enter an admin ID and password because I never had the chance to fill and save those data.
Does somebody know if this is a problem of Apache-PHP configuration or whatever ...?

One possibility is that your php.ini has not turned on file uploading.  Find php.ini, then

look for the line that begins "file_uploads =  " and make sure it says "file_uploads = On"

If this is not on, you cannot add any users at all, even the administrator.

File_uploads was "on" by default ...

Thanks, Robert. File_uploads is "on". Can you think of any other setting that could be causing this bad function ?
