I'm guessing that you mean you want to lock the course to the IP of the person who paid for the use of the course. I don't think this is possible but could, I suppose, be coded. You have to ask yourself if you would be happy to inconvenience 'legitimate' users that way as they will only be able to access the site from one machine. It also won't work (properly) if machines are behind a firewall.

Personally, I deal with a lot of companies who sell Moodle courses and my experience is that it isn't a big problem.

I am not sure that 'IP allow list' is effective for many reasons, including the one described by Howard.

A better solution is to use two-factor authentication, such as hardware token authentication, which dynamically changes its code. There are many other more 'exotic' secure solutions I can suggest, but if you really want to go down this path, you need to ask yourself a question, "Is it worth the investment?"
