I'm presuming your using 1.9.x? From what I recall, you can't override permissions on sticky blocks as you describe.
You can prevent students from seeing non-sticky blocks in a given course. I understand this approach works best for a few blocks, courses.
Turn editing on > Go to editing icons for your Block > Assign roles > Override permissions > Student > moodle/block:view = Prevent.
