I'm on 1.9.9 with an Oracle back end.
The Questionnaire mod is working fine, but I've found that anyone of the questions with the yes/no question type aren't showing up in the View All Responses view. It displays 'No responses for this question'.
Each of these questions have the appropriate responses if viewed individually (View by Response), and the responses also show in the CSV generated by Download in Text Format.
Anyone run into this before?

Unfortunately I have no idea what an Oracle back end is. Could you please contact other moodlers who use that database, confirm that that bug only exists on such environment, and post a bug report in the tracker?

My apologies, I should have been more specific.
My production environment is 1.9.9 with an Oracle 10.1.0.4.2 database.
I have a dev VM somewhere with a non-oracle DB that I'll have a look at to see if it's behaving the same way or not.
Whereabouts is the All Responses view put together? Maybe I can have a look at it.
