I could not find such functionality in Moodle 2.0, if I miss it, please let me know.
It would be very useful for teacher to receive a message/email whenever a student finishes his/her course (course completion condition is met). For course that is not time-bound, such as certification on training course completion, this is critical otherwise teacher has to come in periodically to see if any new student finishes course.

Hi, It is not part of the standard Moodle...yet. I have not looked at Tracker or versions of 2.2 to see if this natural extention of course completion will be impliented.
Did you check the contributed code database to see if someone has put something there?
