My site has a course accessible to the 2000+ teachers in my school district. A forum was set up there that was specific to a group and grouping of 19 users (set to separate groups and the available to group members only box is checked). When the forum is set to forced subscription, all users in the course are sent email, even though most are not members of the group and grouping. Is this a bug, or is the grouping just a visibility setting? I am using Moodle 2.1.2+.
