I need to be able to randomize answers within a test per question. In other words, answers to questions 1,3,4 must be randomized, but answers to question 2 must not be randomized.
Is fairly easily accomplished?

Yes.
There is a shuffle answer check box once you add a quetion like a multiple choice question to a quiz and click on the edit question icon. There is also a shuffle answers box in the quiz settings.
I have not played with this to see if you say no in the question settings, what happens to every question you add to the quiz.
I always shuffle all answers and shuffle all questions in a quiz. I have had to change "All of the above" to "All answers are correct".
