Meta courses / making certain courses available as required

Hi folks, this is my first post so be gentle with me! This relates to Moodle 1.9.7;

I have a situation where I have a child course (admin area) and several meta courses (modules) linked to it. There are some occasions where students have only paid for one module, so they should only be able to access the admin area and the module(s) they have paid for, however, if I add them to the admin course they are automatically enrolled on all of the modules.

I could make all the courses into 'normal' courses once most of the enrolments have been done, but this is not ideal.

I could also have several 'admin' child courses for different levels of membership, but this would then split the cohort and their assignments which live in the admin course, which isn;t good.

any suggestions?
