The first step is to find out whether this is due to a bug or malconfiguration in the software involved or your hosting package is simply too weak. The latter is easier, see http://docs.moodle.org/en/Performance_FAQ#How_do_I_benchmark_a_Moodle-site.3F

Also search this forum for discussions on bluehost, make use of the "'Using Moodle' advanced search facility" mentioned in the introduciton.
