We are looking for a way for :
1. Avoid that the user password have the same chain that username
2. To force a change in password every 90 days.
3. To keep an historic list for the last 10 passwords an avoid that the user can use any of them.
¿Is possible apply this setting in the password policy in moodle 2.1?

The purpose is just avoid that the user rotate yours password. Then the questions is: " Is possible apply a setting in Moodle that avoid that the user set as password some of the last 10 password".

To answer your question, you can probably implement some checks like this if you are prepared to write a bit of code yourself. There is a fairly obviouly named function that implements the password policy checks.
Well, I will check for plugins with this functionality before to write code.
