I don't think the finish attempt one has changed.

The start attempt UI did change in Moodle 3.1 (MDL-46091). The code changes are here: https://github.com/moodle/moodle/commit/1f0f413187e9ca60b311f4003c25b9bf9ca617e3#diff-8ccc4cc7f10e952926d0e945446e82f4R786. I'm sorry, but I don't have time now to re-work-out the fix required. Hopefully someone else can work it out from the code.

However, note that the pop-up now only appears if the quiz has a time limit (or a password, etc.)

Just curious about its status for 3.1 and later versions. Seems lot of students on smart phone stuck here and hesitate to disable popup blocker.
