I just stumbled upon the same problem, and even if the question is old and probably you found another solution or gave up, here is a way that I found to do it: 1) create a new topic / week, 2) move the new topic/week close to the topic/week where you have the objects you want to block-move, 3) move the objects to the new created topic, here you have to do it one by one, but since the topics are contiguous it is not so much work, especially if you have "ajax" enabled, 4) move the new created topic with the objects you already moved close the topic week were you want to put them, 5) proceed manually again to move them there.
Of course this solution works best with "ajax" enabled, moving them with the arrows is a pain.

Highly recommend the mass action plugin. Had it for a year or so and it been a huge time saver
howz this work for you in Moodle 2.x where AJAX is no longer tied to the user?
Just to confirm, the mass actions block has prooved very useful. One on my teachers said it's the best thing to happen to Moodle for years.
