What is the use of ::Q1::, ::Q2::,, etc?

The system numbers the questions anyway especially if you randomize the questions.  Is the ::QX::? necessary, what happens if they are left out?

I sequince the questions as part fo the question such as :

::Q1:: 1.00.1 Question from CH1, Section1, Number 1 ...

::Q2:: 1.00.2 Question from CH1 Section Number 2...

This way, if a student wants clarificaion on a question then I can relate the question to everyone by announcing "On question 1.00.2 the clarification is...

If I call out Q1 and they are randomized then only few students will know the specific question. So, I wonder why the ::QX:: setting.  What happens if I leave it out?
