Hello Eli,
as Mary has said, a Hot Potatoes quiz, specifically a Hot Potatoes JQuiz exercise, will allow you to show the questions one at a time.
If you put the video in the "Reading" section of the JQuiz, it will appear on the left-hand side of the screen, and the questions will appear (one at a time) on the right hand side.
If you put the video in the "Sub-title" part of the JQuiz, then the video will appear in the center of the screen, just below the title, and the questions wlil appear (one at a time) below the video.
