A system role puts the user in every course in that Moodle. It's very unlikely you want to put all your students in every course.
Much more likely, you want these 4 roles to exist as defined in Site Admin > Users > Permissions > Define role. Then, when you add students to a course, you assign them that role via Course admin > assign roles > Student Traditional Credit.
