My first problem is understanding the technical language.
I downloaded Moodle 2.1+ for windows, unzipped it and clicked on StartMoodle. I think it installed Apache and Mysql. There is no file called config.php other than those associated with themes. I also seem to have Xamp. I'm not sure what phpmyadmin is or how to run it - I'll have to go and find out.
I think my big mistake was believing that Moodle was simple. So far I have attended 4 days of training to learn how to administer and how to write lessons and bought a laptop to use as a dedicated moodle machine.
Despite claims, Moodle is not simple to install (on Windows 7 at any rate) and I am begining to wish I had never had anything to do with it.
I have played with IIS which has aletered the result of trying to load http://local host. The message now is: HTTP Error 503. The service is unavailable.
