The external enrollment database enrollment plugin is for situations where you want a separate database to manage enrollments. An example use case is where you have a separate shopping cart system in which students purchase courses.
You don't need to use this plugin if you want students to be enrolled using the regular Moodle database. You'll need to select another plugin, such as regular internal enrollment, or PayPal.
