I have been looking to ask someone, anyone about my personal moodle site, but to no avail. Doing research by myself has been a massive mountain trek for much of the last month, so I'm glad I finally have this forum to get everyone's honest opinion on.
I am presently working on a Moodle 1.9.12 site on a shared hosting with an unlimited plan on bandwidth and disk space, but plan to move to a VPS once the site is completed.
There will be 12 courses, with an average of 300 pupils per course, that is, 3600 users in total. At a time, 1200 users are expected to be logged into the site.
I have been browsing the forums, and I have come across the following points: [PLEASE CONFIRM, OR CORRECT THE FOLLOWING ASSUMPTIONS]
1) Moodle 1.9.x is faster in terms of performance than Moodle 2.0.x
2) Moodle 1.9.x requries at least 1GB RAM to support every 50 concurrent logged in users.
3) Having a PHP Accelerator is a good idea to speed up the site.
4) Using a properly coded and configured theme is important
If I have made any mistakes above, please correct me, as this is really important for me.
Now comes the hard part, helping to choose the right VPS Host with the right specifications to support the requirements as I have layed out above.

I have looked through this site, and others for answers, but I have been unable to find any definitive answer.
Moodle Partner Hosting is not looking to be an option for me, as the cost is very high and none of them are in the country where I am using the site.
I request you to help me out, either regarding a VPS, or alternatively a dedicated server. Specifications are imporant, some recommendations as to providers are appreciated to the maximum.
