Help! I've got two "Latest News" blocks in every course!

I have made Latest News sticky throughout the whole site, but now have two identical copies in every course. Short of manually going through every course and removing one, how do I remove all the extras?

I found instructions here that would seem to do the job, but they don't match what I see. Where is says Administration > Modules > Blocks > Manage Blocks I have Administration > Plugins > Blocks > Manage Blocks.

Where it says to click the change link in the Multiple Column, I have no Multiple column, only Name, Instances, Version, Hide/Show, Delete, Settings.

I'm guessing that it's something to do with my having 2.0?

I think Latest news is a default block so you didn't need to make it sticky. I would go to where you made it sticky (on an admin screen?) and delete it and then leave the originals as they were.

But then teachers could delete it, which I don't want.

Where do I go to see and change the default blocks?
