Hi Khurram,
Your current Certificate Plugin works in 1.9.6 but not in Moodle 2.0. That's the problem.
Check out the discussion on http://moodle.org/mod/forum/discuss.php?d=125878. You might want to post your question there as you will have a better chance of getting a technical reply there.
