In 1.97 the folder needs to be ranamed dialogue in order for it to work.
If you find that after the rename, notifications fails to work (or visiting moodle/admin on your server) then stop apache2/httpd restart mysql and restart apache2. If you have a windows install then get hep from the windows gurus.
