When I add a URL Resource and go to the Options Display drop-down menu, there are four items: Automatic, Embed, Open, In pop-up. Yet, when I click on the Help with Display button, the information shows seven items in the menu: Automatic, Embed, Force download, Open, In pop-up, In frame, New window.
I want the site linked to open in a new window with browser controls, but I don't have access to that option and don't want to use In pop-up because it lacks the controls. Why is New Window (and some of the other items) not listed in the menu and how do I get them to show up?

Those are disabled by default for URL resource.
If you have admin access, you can enable: Settings block > Site administration > plugins > Activity > URL. Select everything. Click save
