Hiding SCORM Activities from separate Groups

I am using Moodle 2.0.1 and am new to Moodle. I am trying to set up numerous separate departments to take the same SCORM course and assessment. I only want the manager of each department to see the grades and participants of their direct reports and not all employees. for example there will be 20 departments with approximately 30 employees in each department. i want them all to take the same SCORM course and assessment but I only want the manager to see her or his direct reports. Can someone please tell me a step-by-step approach to set this up. I have tried setting it up from reading various posts but was not successful. Any help is greatly appreciated.
