Previously "unenrolled" students can access course without enrolling again

Students, that have been able to access courses even if they have been un-enrolled and not re-enrolled afterwards. Moreover, they have been receiving email notifications from course forums with forced subscription. Since such emails represent spam to them, we do not want such behaviour.

We are using Moodle 1.9.9+ and have been upgrading it since 1.7 and 'internal enrolment' plugin

Problem solved. I'm posting the solution, if someone might find this useful:

I realized that those students were assigned global 'Participant' role and thus, have been in all our courses.
